1. Yes, you can pay anyone with a PayID (regardless of server)

2. Yes and no. You can have the same "name" (like I'm always "jim"), but your domain name will always be different across servers. For example, I may be jim$coinbase.com or jim$crypto.com, but they are different PayIDs technically.
